Plot development is a description of how the story's problem or conflict comes about, how the characters deal with the problem, and how the story comes to a close.
The underlined text shows the major points in the plot development:
Lisa and Anya's big brother was moving away when he graduated. Both sisters wanted his bedroom. He had a big window and a computer! Mom said she would decide based on grades. The girls competed on every report card. But by the final report, they had the same number of A's and B's! So they flipped a coin. Lisa got the room and Anya got the computer. Both girls were happy.

Conflict resolution is the way the story's conflict or problem is settled, or resolved, in the end.
The text in italics shows the conflict. The underlined text shows the resolution:
Lisa and Anya's big brother was moving away when he graduated. Both sisters wanted his bedroom. He had a big window and a computer! Mom said she would decide based on grades. The girls competed on every report card. But by the final report, they had the same number of A's and B's! So they flipped a coin. Lisa got the room and Anya got the computer. Both girls were happy.

Making an inference means making a "good guess" based on clues from the text and what you already know.
Lea is waiting for a birthday package. She runs to the mailbox. When she looks in, she frowns. Her shoulders sag and she walks away slowly.
You know people often act this way when they are disappointed. A reasonable inference, or "good guess," is that Lea's package didn't arrive and she is sad.

To draw a conclusion means to come up with an answer or explanation by putting together facts and other bits of information from the text.
A group of people is crowded around a very tall man. He is signing autographs. People are taking photographs. A kid gives him a basketball, and he writes his name on it. It's reasonable to draw the conclusion that the man is a basketball star.
